10th Economic Growth Forum opens in Kampala
The forum, organised under the theme “Realising Uganda’s Tenfold Growth Strategy in a Rapidly Changing Global Environment,” was officially opened by the Minister of Finance, Planning and Economic Development.

The 10th High-Level Economic Growth Forum has opened at the Sheraton Hotel in Kampala, bringing together government officials, policymakers, researchers, development partners, private sector leaders, academics and civil society representatives to discuss Uganda’s economic transformation agenda.
The forum, organised under the theme “Realising Uganda’s Tenfold Growth Strategy in a Rapidly Changing Global Environment,” was officially opened by the Minister of Finance, Planning and Economic Development.
In his opening remarks, the Minister said Uganda’s economy grew by an estimated 6.4% in the Financial Year 2025/26, slightly up from 6.3% in FY2024/25, indicating a return to the strong economic growth momentum recorded before the COVID-19 pandemic.
He said government remains committed to achieving its ambitious target of growing the economy tenfold by 2040 and positioning Uganda as a competitive upper-middle-income country.
The Minister emphasised that achieving this goal will require stronger collaboration between government and the private sector, improved business conditions, investment in infrastructure and human capital, technological adoption, increased productivity and access to wider markets.
He also highlighted emerging global challenges, including rapid technological advancement, artificial intelligence, changing trade patterns, geopolitical tensions, climate risks, demographic changes and shifts in development financing.
The forum also marks the start of the FY2027/28 Budget cycle, providing a platform for stakeholders to present evidence-based ideas, identify economic constraints and propose practical solutions to support Uganda’s growth agenda.
The Minister urged researchers to provide evidence that challenges existing approaches, called on policymakers to embrace new ideas, and encouraged the private sector to openly share challenges affecting investment and competitiveness.
The discussions are expected to generate recommendations that will guide the National Budget, medium-term policy framework and implementation of Uganda’s Tenfold Growth Strategy.
