Alien Identification Cards issuance excites foreign residents in Uganda

The issuance of Alien Identification Cards by the Government of Uganda has sparked excitement among lawfully resident foreign nationals, with many welcoming the move as a step towards improved identification and documentation.

The registration exercise, spearheaded to strengthen management of foreigners legally residing in Uganda, has already attracted more than 1,900 applications. At least 1,500 cards have been processed, printed and dispatched for issuance across the country.

The progress highlights growing interest in the exercise, which provides foreign residents with an official identification document to support their participation in Uganda’s formal socio-economic systems.

Applicants are required to present valid documentation from the Directorate of Citizenship and Immigration Control (DCIC), including passports and valid immigration facilities such as work permits, student passes, dependent passes or certificates of residence, depending on their status. The service costs $100 payable to the government.

The Alien Identification Card is expected to help verify the legal status of foreign residents while improving access to public and private services, financial inclusion, commercial activities, mobility and administrative services.

Authorities have advised eligible foreigners to register early, noting that the current processing period is about two weeks. Delaying registration could affect access to government services once enforcement begins.

The NIRA Kampala Central Division Office is the main registration point for foreign residents in Kampala Metropolitan Area, while those outside Kampala can access services through NIRA offices countrywide.
