Uganda Parliament sets agenda on diplomacy, land disputes, and infrastructure

Speaker Jacob Marksons Oboth and Deputy Speaker Thomas Tayebwa have stepped up diplomatic engagements with international partners, seeking to strengthen parliamentary cooperation, training and institutional development.

Uganda’s 12th Parliament is set to focus on international partnerships, land ownership disputes, infrastructure development, and affordable housing as plenary sessions resume on Tuesday, October 13, 2026.

Speaker Jacob Marksons Oboth and Deputy Speaker Thomas Tayebwa have stepped up diplomatic engagements with international partners, seeking to strengthen parliamentary cooperation, training and institutional development.

Tayebwa recently met members of the European Parliament, South Korea’s ambassador and Commonwealth Secretary-General Shirley Ayorkor Botchwey, while Oboth held discussions with parliamentary leaders from Pakistan and the United Kingdom.

Meanwhile, the heirs of Daniel Saku Mugwanya Kato are seeking compensation at current market value for 666.2 acres of land in Temangalo, Wakiso District. They have asked Parliament to help negotiate a settlement, while the National Social Security Fund (NSSF) wants the ongoing court case to proceed.

The National Housing and Construction Company has also asked the government to provide Shs500 billion annually for affordable housing despite holding more than Shs40 billion worth of unsold properties. Management attributed the challenge partly to buyers’ limited purchasing power and financing difficulties.

On infrastructure, Oboth has directed the Ministry of Works and Transport to act on the unpaved 12-kilometre Lumino–Mulwanda border road in Busia District. He said completing the road would help ease congestion at the Busia and Malaba border crossings.

Other issues expected to attract parliamentary attention include fuel prices, patient safety legislation, and conflicts between communities and wildlife, although their return to the plenary agenda remains subject to confirmation.
