Impendment of free movement of people and goods has been classfied as a Non Tax Barrier.
President Yoweri Museveni of Uganda has strongly spoken about charging Ugandans money to cross into Democratic Republic of Congo and has since stopped. The president speaking while commissioning Mpondwe One Stop Border Post and the Mpondwe-Lhubiriha Border Export Zone in Kasese District said traders have been complaining.
“Our people here complained that they are being charged to cross to DRC to do business, this is rubbish!” Museveni said.

He added: “Crossing within East African countries should be cost-free with no visas required. You pay for a visa when going to America, or Europe but a visa to DRC! If that has been the case, therefore, I have REMOVED it,”
The DRC mid this year officially joined the East African Community, a regional bloc, which, under the East African Common Market provides for free movement of people and goods originating in any of the now seven member bloc.
