Govt starts carrying out temporary implementing of the Parish Development Model Information System

Government, through the ministry of ICT and National Guidance, has started to roll out the parish development model information system (PDMIS). The PDMIS was developed as an output of the ministry’s responsibility in implementing the Parish Development Model which is being implemented across the country.
It should be noted that this month, the government started the disbursement of parish development model funds in different districts of the country, using a channel known as the parish development model information system (PDMIS).
In an engagement with Muddu Jacob Steven, an official from the ministry of ICT, Charmar News learnt that the system is still temporarily being used to implement the parish development model and it has so far been rolled out in 9 districts.
The system, according to the ministry of ICT, delivers the money directly to individual beneficiaries without diverting it to any other parties.
In our engagement with Muddu Jacob Steven, an official from the ministry of ICT responsible for the system, he explains how the system works to deliver the money to authentic owners.
“This baseline system called PDMIS was developed for data collection and profiling of households, parishes plus villages. The system holds a series of things about everybody most especially the households who are going to get the money from the financial inclusion system,” Muddu told Charmar News. “Now the financial inclusion system interacts with the parish development model information system because it’s where we profiled them from and can easily get the GPS of the beneficiaries,” he further said.
Muddu explained that as far as the financial inclusion system is concerned, the PDMIS cannot give access to any one who’s credentials don’t match with those earlier filled in by parish chiefs from the financial inclusion system.
Since this parish development model information system is still temporarily being used to implement the parish development model, Muddu has highlighted some of the districts in which the pilot study is being done.
These are Jinja, Mityana, Mpigi, Kiryandogo, Sheema, Butaleja, Ibanda, Rukungiri and Gulu,
He, however, didn’t acknowledge when it will be permanently approved since more changes are being done.
According to the Digital 2022 report on Uganda’s internet access, internet penetration rate stood at 29.1 percent of the total population at the start of 2022.
Despite the internet being a challenge, Muddu confirmed that the system has been rolled out focusing on the greatest parts of the country where the internet is stable.
