Mukono police officer murdered, colleague injured during robbery pursuit; suspects at large

An Assistant Superintendent of Police (ASP) has been shot dead and his colleague critically injured during an alleged aggravated robbery and pursuit of suspected thugs in Mukono District. The incident, which also saw the theft of a police rifle, occurred on the night of November 23, 2025, along Ntawo Road.

The deceased has been identified as ASP Bagenda Emma, the Officer in Charge (OC) of Ntawo Police Post. His colleague, No. 51263 PC Kiyingi Jackson, aged 53, is currently receiving treatment at Nakasero Hospital and is reported to be out of danger, though his service rifle was stolen during the attack.

According to a police report filed under MKN CRB 1708/2025, the incident unfolded at approximately 10:45 PM on Sunday, November 23, 2025. ASP Bagenda Emma and PC Kiyingi Jackson were on patrol along Ntawo-Nyenje road, responding to intelligence about an armed robbery in Kiwala village under Nama Sub-county.

Police sources indicate that the officers, both residents of Ntawo cell, encountered a suspicious motorcycle carrying two individuals whose jackets were noticeably dusty. Suspecting they might be the robbers, ASP Bagenda, who was riding their patrol motorcycle, attempted to intercept the suspects along Nakabago road.

“The OC increased speed, overtook them, and blocked the thugs using his motorcycle,” stated the police report. “This prompted the thugs to open fire towards PC Kiyingi, who had jumped off the motorcycle to engage them.”

PC Kiyingi was reportedly shot first, and he recounted falling to the ground. ASP Bagenda, attempting to take cover, fell into an open trench where he was subsequently shot in the head. By the time responding officers arrived, ASP Bagenda was found lying face down in a pool of blood with a fatal bullet wound to the head.

At Ntawo police post, officers heard the gunshots and CPL Turyarugayo Johnson swiftly led a team to the scene. They found PC Kiyingi Jackson injured and immediately rushed him to Mukono General Hospital before he was transferred to Nakasero Hospital for specialized care.

However, ASP Bagenda was nowhere to be found initially. A team of police officers, commanded by the Mukono District Police Commander (DPC), along with K9 units, launched an immediate search. His body was later discovered at the scene.

Preliminary findings indicate that PC Kiyingi’s service rifle was stolen by the assailants. Only his walkie-talkie, the patrol motorcycle, and four spent cartridges were recovered at the crime scene. The motorcycle used by the deceased officer had reportedly been moved to Ntawo Police Post by the time the main police team arrived.

ASP Majid Alituha, the Officer-in-Charge of Mukono Police Division, reported the incident early Monday morning.

The scene of crime was cordoned off and meticulously processed by a specialized team, including homicide detectives, the Division SOCO (Scene of Crime Officer), operations personnel, and a K9 unit. A spiral search was conducted, documented, and vital exhibits, including the spent cartridges, were recovered.

ASP Bagenda Emma’s body has since been conveyed to the City Mortuary Mulago for a post-mortem examination.

Police investigations are ongoing. Authorities are planning to re-visit the scene during daylight hours to search for additional exhibits. They are also seeking to identify any private CCTV cameras in the vicinity that might provide leads on the suspect’s motorcycle registration number and identity. Statements from potential witnesses are being recorded, and efforts are underway to gather cluster information for further call matrix analysis.

The suspects in this gruesome murder and aggravated robbery remain at large. Police have urged anyone with information to come forward and assist with the investigation.
