Top contenders revealed in race for KCCA Executive Director position

A leaked shortlist for the highly sought-after Executive Director position at the Kampala Capital City Authority (KCCA) has unveiled key contenders, including Frank Rusa, Robert Kabushenga, and Richard Byarugaba.
The list of 44 applicants has sparked excitement and speculation within Uganda’s public administration circles.
“The competition is intense, and the Public Service Commission is clearly seeking someone with exceptional leadership and a proven track record,” a source within the commission stated.
Rusa, currently acting Executive Director following Dorothy Kisaka’s removal, is a strong candidate. Kabushenga, known for his success in expanding Vision Group’s influence across East Africa, brings corporate law and media management expertise. Byarugaba, former head of the National Social Security Fund, is recognized for steering the institution through significant challenges.
Other prominent names on the list include Mutegeki Herbert, Byamugisha Fred, and Karuhanga Robert, alongside several others from various professional backgrounds.
The position became vacant following the dismissal of Kisaka and her deputy, David Luyambazi, after the Kiteezi Landfill disaster, which claimed 32 lives. The Public Service Commission has confirmed the authenticity of the shortlist but has not commented further on the selection process.
