COSASE overwhelmed by too much work, inadequate budget

A two-day Capacity Development Workshop for Members of Parliament (MPs) sitting on the Public Accounts Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) heard that the investigative committee is overwhelmed by a lot of work, inadequate budget allocations, inexperienced MPs and a lack of time to complete the tasks at hand.
These stumbling blocks standing in the way of COSASE chaired by Joel Ssenyonyi, the MP for Nakawa West, were aired out by Parliament’s Principal Clerk Assistant, Martha Kaganzi while tabling the Performance Status Report for COSASE since the start of the 11th Parliament on day two of the workshop.
The work was held at Speke Resort Munyonyo from Friday 2nd December to Saturday 3rd December 2022.
COSASE’s primary mandate is to examine the reports and audited accounts of Statutory Authorities, Corporations and Public Enterprises. In one year, COSASE has handled 4 reports. These reports are on; Uganda Civil Aviation Authority (UCAA), Uganda Railway Corporation (URC), Uganda Land Commission (ULC), and Uganda Airlines.
The former Chairperson of COSASE, Abdu Katuntu, the MP for Bugweri County, advised committee leaders to have a good working relationship with other MPs and to do a lot research and reading to enrich their knowledge.
Katuntu also advised MPs to desist from advancing their political party interests in the committees. “When you are in a committee, please don’t bring partisan interests. If you use a committee to advance your party interests then you will kill the committee,” he said.
On his part, Ssenyonyi, the COSASE chairperson, commended the committee for the remarkable milestone achieved in one year. “We have done some good work & I want to commend the committee & appreciate the support Parliament has given us despite the numerous challenges,” he said.
