FUFA rebukes Dr. Lawrence Mulindwa, Vipers SC President, over league format disputes, demands immediate compliance
FUFA confirmed receipt of multiple correspondences from Vipers SC dating back to August 2025, but stressed that the club’s concerns had been thoroughly addressed during comprehensive consultative meetings involving all First Division sides.

The Federation of Uganda Football Associations (FUFA) has issued a sharply worded letter to Dr. Mulindwa Lawrence, President of Vipers Sports Club, demanding an end to protests over the new 2025/26 league format and strict compliance with the season’s regulations.
The letter, dated October 2, 2025, and signed by FUFA Chief Executive Officer Edgar Watson Suubi, serves as a decisive response to ongoing complaints from Vipers SC regarding competition reforms, emphasizing that the club had formally agreed to the new structure by signing official compliance documents.
FUFA confirmed receipt of multiple correspondences from Vipers SC dating back to August 2025, but stressed that the club’s concerns had been thoroughly addressed during comprehensive consultative meetings involving all First Division sides.
Claims of Non-Cooperation
The Federation’s letter detailed specific instances of Dr. Mulindwa’s alleged lack of cooperation during the crucial decision-making process.
FUFA recalled a pivotal meeting held on September 2, 2025, at the Serena Hotel Kampala, where the FUFA President informed the gathering of his failed attempts to personally engage Dr. Mulindwa.
“It is important to recall that during the meeting held on 2nd September 2025… the FUFA President informed the meeting of his efforts to engage you personally by telephone and you did not pick neither respond on three occasions,” the letter stated.
Furthermore, the Federation expressed regret that Dr. Mulindwa “opted to walk out of the same meeting where a number of modifications as proposed by the other clubs were incorporated in the reforms.”
Compliance and Commitment
FUFA emphasized that the matter of the league structure is now closed, citing its final resolution communicated to all clubs via Circular No. 1204 on September 15, 2025. This was followed by the release of fixtures on September 23 and the issuance of the 2025 FUFA Competitions Regulations on September 25.
Critically, the Federation underlined Vipers SC’s explicit commitment to the current season, which has already seen 12 matches played under the new format.
“Aware that, on behalf of Vipers SC, you applied for the club license and signed the compliance Form 901 to participate in the 2025/26 1st Division League and it is on this basis that Vipers SC was included in the fixture,” the letter clarified.
By signing Form 901, Vipers SC implicitly accepted the competition regulations, leaving no room for further unilateral dispute over the format.
Call for Immediate Action
The Federation concluded its response by issuing a direct instruction to the club president. Vipers SC is consequently “expected to honour all its fixtures for the 2025/26 1st Division League inclusive of Match No. 15 scheduled for 4th October 2025.”
Reiterating its commitment to fairness, CEO Suubi stated that the Federation “has no intention of disrespecting or sidelining any of its members,” but insists on adherence to established regulations and procedures agreed upon during the consultation period.
The firm stance taken by FUFA signals its intent to maintain the integrity and scheduled continuity of the 2025/26 league season, putting the onus on Vipers SC to comply immediately or face potential regulatory consequences.
