Gospel of mindset change must be supported with the right incentives – Ramathan Ggoobi

The environment in which people live impacts their mindset and it is upon their leaders to put in place the right incentive structures to empower them, Ramathan Ggoobi, the Permanent Secretary/Secretary to the Treasury in the Ministry of Finance, Planning and Economic Development, recently told Charmar News in an interview.

“Who has a mindset that is so different and therefore powerful and superior to those of others? Me, as an economist, I believe that all that matters in life are incentives. Nobody is born with a mindset. We are all born pure. You don’t even inherit it. It’s not in the DNA. It is the environment which creates that,” he said.

He gives an example that when you are a leader and you see younger people in a trading centre playing cards early morning, you don’t call them lazy, instead, think of incentives and structures in which they can create wealth.

The structures and incentives should encourage production, value addition and marketing so that people can start to earn money. “Within no time you will see the mind of these people changing. That’s what government has to do,” Ggoobi, also the 2023 Focal Pace Setter, said.

Adding: “For me, it is about those incentive structures and objective functions which we need to put in place. You know there is what we call a disease and a symptom; mindset is a symptom of a disease which is lack of positive incentives.”

Ggoobi, and other influential speakers like Prof Waswa Balunywa, the Principal of Makerere University Business School (MUBS) will extensively discuss the issue of mindset change at the 4th Business Trendsetters Forum on 31st August 2023 at Sheraton Hotel.
