KCCA directed to produce work plans for all its directorates

The auditor general's report indicated that there was a lack of quantification and work plans for the 137 activities of the 46 outputs for all KCCA directorates.

Kampala Capital City Authority (KCCA) technical team has been directed to produce work plans for all its directorates, for all 137 activities of 46 outputs for the budget of the financial year 2021/2022 of Shs316.6bn.

The chairperson of the committee on statutory authorities and state enterprises, Joel Ssenyonyi, said the auditor general could not assess the implementation of all the activities because KCCA was not able to quantify and provide work plans to justify its expenditures.

The COSASE continues to probe KCCA on queries in the auditor general’s report, for their budget of Shs316.6 billion for the financial year 2021/2022.

“They presented inadequate, unstamped and even not signed documents which forced us and other members not to proceed that way, since it contravenes our rules of procedure to have them sign there and then,” he said.

The inquiries have unearthed a lot of inconsistencies, lack of seriousness and disorganization by the KCCA technical leadership which prompted some members of the COSASE committee to propose chasing the group to give them enough time to organize their house.

In the query of non-remittance of statutory deductions of NSSF and URA amounting to Shs4.1 billion, KCCA provided a document of phone engagements it made with these entities as evidence which some MPS say is illegal.

According to Ssenyonyi, the auditor general’s report indicated that there was a lack of quantification and work plans for the 137 activities of the 46 outputs for all KCCA directorates.

The head of the strategy at KCCA, Edson Masereka, said they have the work plans while the director of the internal audit attributed the problem to the financial year under scrutiny being during the covid-19 period.

The executive director of KCCA, Dorothy Kisaka, said the work plans are there but not sufficient to give the required quantification.

The auditor general’s report also indicates that KCCA in the financial year 2021/2022 returned Sh13.5 billion none spent funds to the consolidated fund which was meant to be used for the recruitment of health workers and teachers.
