Mentally stable policeman who shot dead Indian money lender unapologetic

An initial medical test conducted by the police has indicated that 30-year-old Wabwire has a sound mind.

Police confirm that their officer, Police Constable No. 67029 PC Wabwire Ivan, is mentally stable. Wabwire, police say, admitted to having murdered Uttam Bhandari, an Indian businessman.

Bhandari was the director of TFS financial services, a money-lending business located at Raja Chambers along Parliamentary Avenue in Kampala.

Police said Wabwire admitted his wrongdoing during an interrogation with the police authorities. This came after his arrest by a team of joint security operatives. They traced the suspect to his home village in Busia district on 13 May 2023.

Police spokesperson, Fred Enanga, today told the media that they regret the acts of Wabwire.

Enganga noted that the shooting, the 3rd in a space of 2 to 3 weeks, has caused a lot of questions on gun handling protocols and the use of deadly force by security personnel.

“As we look for the answers, we do admit that the actions of our officers are highly regrettable. It’s incredibly disappointing to see an innocent person being killed in a deadly manner by a police officer mandated by law and training to protect lives,” he said.

According to police findings, the suspect’s actions were deliberate, planned, and premeditated.

Before the murder, Enanga said Wabwire first met the victim Bhandari on the 11th while in civilian clothes to discuss the status of his loan and how to trade it off with Stanbic Bank.

He added that after a disagreement, the suspect came back the second day wearing a police uniform with a gun hence murdering the victim.

“Wabwire had in 2020 taken an Shs1m loan from TFS Financial Services at Raja Chambers along Parliamentary Avenue. He was supposed to pay shs320, 000 as interest,” Enanga narrated.

“Before he could complete the initial loan, the police constable took another one in 2021 of Shs1m under similar terms. He was supposed to pay shs110, 000 per month to the money lender,” Enanga further explained.
