Local govt minister unveils digital portal for data-driven local economic transformation
Ramathan Ggoobi, the Permanent Secretary and Secretary to the Treasury (PSST), whose remarks were delivered by the Director of Economic Affairs, Moses Kaggwa, underscored the broad significance of the ABCD Portal for various stakeholders.
The Minister of Local Government, Raphael Magyezi, today launched the Area-Based Commodity Development (ABCD) Portal, a transformative digital tool poised to revolutionize local economic planning and private sector competitiveness across Uganda.
The ABCD Portal serves as a centralized hub, consolidating critical data and information about commodity value chains at the sub-regional level.
Its primary objective is to facilitate evidence-based planning, enhance regional productivity, promote value addition, and ultimately boost sub-regional economic output, aligning with the government’s area-based development approach outlined in the National Development Plan IV (NDP IV).
Speaking at the launch, Minister Magyezi emphasized the portal’s practical significance, highlighting its role in empowering decision-makers throughout the decentralized system.
“This Portal is a practical instrument that places timely, local data in the hands of decision-makers across the decentralized system so that planning, budgeting and service delivery are anchored in evidence at parish, sub-county, municipal and district levels,” Magyezi stated.
He further affirmed the government’s commitment to tangible progress, adding, “This launch affirms our commitment to a results-oriented, area-based approach to local economic transformation.”
The Minister also noted that the portal would significantly strengthen the Parish Development Model (PDM) by integrating parish-level, geo-referenced intelligence directly into planning processes.
Magyezi illustrated the ABCD Portal’s immediate applicability by citing area-specific use-cases that Local Governments can readily adopt. These examples included optimizing the Cattle Corridor beef value chain, enhancing Lango’s oilseeds and sesame production, boosting Elgon’s Arabica coffee and high-value horticulture, and improving Kigezi’s Irish potato and passion fruit sectors.

He explained that producer organizations and their members would leverage the portal to ascertain prevailing sub-regional prices and production trends, enabling more informed decision-making.
Furthermore, Ggoobi noted that investors and financiers would find the portal invaluable for identifying lucrative investment opportunities across different regions. Policy makers and decision-makers, on the other hand, would utilize the data to refine planning strategies, enhance budget effectiveness, and improve overall efficiency.
“The portal is expected to provide cheaper, faster, and greater uptake of statistics and information for all stakeholders, thus improving economic management and planning,” the PSST concluded, emphasizing the tool’s potential to drive sustainable economic growth and development throughout Uganda.
