Namuganza censured out of office for criticizing Anita Among-led parliament

356 MPs voted in favour of the motion, while 5 MPs voted against it and 3 abstained. Namuganza was in not in the house to defend herself or vote.

Members of Parliament have voted yes to censure Persis Namuganza Princess from the Office of State Minister for Lands, Housing and Urban Development (Housing).

Namuganza who is also the Member of Parliament for Bukono County is accused of using social media and various media interviews to bash the operations of Parliament and questioning the powers and integrity of the presiding officers of Parliament to form Adhoc Committees.

356 MPs were present, 5 MPs voted ‘No’, 3 MPs abstained from the vote and 348 MPs voted ‘Yes’. Namuganza was in not in the house to defend herself or vote.

The Deputy Speaker Thomas Tayebwa said he will inform the President of the censure motion within 24 hours as stipulated by Rule 109(13) of the Rules of Procedure.

On Friday 6th January 2023, Parliament constituted a Select Committee pursuant to Rule lO9 (9) of the Rules of Procedure of Parliament to scrutinize and identify prima facie evidence to the allegations contained in the Motion for the censure of Namuganza.

The select committee found prima facie evidence confirming that the conduct of Namuganza breached the standards of behaviour & conduct expected of an MP as prescribed in Rule 85 & Appendix F of the Code of Conduct of MPs prescribed in the Rules of Procedure.
