Opposition leader Dr. Col. Kizza Besigye explains failure to serve court documents to Gen. Muhoozi
In a letter dated July 20, 2026, addressed to the Deputy Registrar of the High Court Civil Division through the Officer in Charge of Luzira Upper Prison, Besigye said prison authorities had advised that inmates are not allowed to personally deliver court documents.
Opposition leader Dr. Col. Kizza Besigye has written to the High Court explaining why he and his co-accused, Hajji Obeid Lutale, have been unable to personally serve court documents to Chief of Defence Forces (CDF) Gen. Muhoozi Kainerugaba as directed.
In a letter dated July 20, 2026, addressed to the Deputy Registrar of the High Court Civil Division through the Officer in Charge of Luzira Upper Prison, Besigye said prison authorities had advised that inmates are not allowed to personally deliver court documents.
The letter relates to High Court Civil Case No. 248 of 2026, where Besigye acknowledged receiving the court’s directive dated July 17, 2026, requiring him and Lutale to serve the documents on the respondent.
Besigye explained that they have instead been advised to work with court bailiffs to complete the service process.
He also informed the court that efforts to secure legal representation are still ongoing and asked for guidance on the appropriate procedure to follow given their circumstances.
