PROFILE: Who is KCCA’s New ED, Hajjat Sharifah Buzeki?

The announcement was confirmed by Deputy Presidential Press Secretary Faruk Kirunda, who noted that the appointees’ names have been forwarded to the Public Service for formalization.

President Yoweri Museveni has appointed Hajjat Sharifah Buzeki as the new Executive Director for Kampala Capital City Authority (KCCA), making her the third woman to hold the office substantively.

She succeeds Jennifer Musisi and Dorothy Kisaka, who previously led the authority.

Ms. Buzeki previously served as the Commissioner of Human Resource Management at the Ministry of Public Service. Her appointment, alongside Benon Kigenyi as the new Deputy Executive Director, marks a new chapter for KCCA’s leadership.

The announcement was confirmed by Deputy Presidential Press Secretary Faruk Kirunda, who noted that the appointees’ names have been forwarded to the Public Service for formalization.

“Once the process is completed, the Head of Public Service/Secretary to Cabinet will officially confirm the appointments,” Kirunda stated on X.

Ms. Buzeki boasts an impressive academic record, holding a Master’s Degree in Public Administration and Management, a Post-Graduate Diploma in Human Resource Management, and a Bachelor’s Degree in Social Sciences—all obtained from the Islamic University in Uganda (IUIU).

In addition to her formal education, she has enhanced her expertise through certificates in conflict management, leadership and change management, monitoring and evaluation, training of trainers, and facilitation skills.

The Public Service Commission (PSC) shortlisted Ms. Buzeki as the only female candidate for the position in November.

She triumphed over a competitive pool that included anti-financial crime expert Sydney Asubo, former Tororo Chief Administrative Officer Gabriel Richard Atama, and other seasoned professionals.

Her selection was seen as a strategic move to restore public confidence in KCCA following recent controversies.

The positions of Executive Director and Deputy ED became vacant after President Museveni sacked Dorothy Kisaka and her deputy, David Luyimbazi, over negligence linked to the Kiteezi landfill collapse that claimed over 30 lives in August 2024.

Kisaka and Luyimbazi are still facing legal proceedings related to the incident.

As KCCA’s new Executive Director, Ms. Buzeki is expected to address critical challenges in urban management, including waste disposal, infrastructure development, and service delivery in the rapidly growing capital city.

Her extensive experience in public administration and human resource management positions her well to steer the authority toward achieving its goals.

Her appointment reflects a renewed focus on competent and experienced leadership to ensure efficiency and accountability within KCCA.
