Security guard arrested for defiling 8-year-old orphan

The Territorial Police in Busoga North and Kamuli CPS have in custody a local security guard, identified as Kizito Imulani aged 40, for the Aggravated Defilement of an 8-year-old, female orphan.

Kizito further went ahead and assaulted of two others, aged 8 and 10, during the month of May, 2024, at Master Children Ministries and Orphanage which is located in Kamuli Municipality.

The suspect who is a Security guard was employed in 2023, to guard the premises and its occupants.

According to SCP and police spokesperson Fred Enanga, it was established from the 3 girl victims, that the suspect would inappropriately touch their body parts and also lure them sexually

“The victims were medically examined and one of them had proof of sexual abuse. We are glad that the victims despite their age, took courage and reported the matter to the Matron, who alerted the school management and the police,” he said.

The suspect according to Enanga had held himself as a trusted protector of the orphans since 2023, but betrayed that trust by harming them sexually and physically.

Police say Kizito is being charged with Aggravated Defilement, in addition to two other counts of indecent assault.

He added that, “The arrest should serve as a deterrent to other child predators, who would take advantage of vulnerable children. Adults are obligated to look after children and take care of them, but not prey on them sexually.”

In Uganda, defilement is considered aggravated if the victim of defilement is a girl aged 14 years old and below, the offender has HIV/AIDS, the offender is the victim’s parent or guardian, and the girl has a disability. The crime of aggravated defilement carries a maximum penalty of death upon conviction.

To date the Judiciary has received from UNICEF 10 audio visual links installed in eight High Courts (Arua, Kabarole, Mbale, Mbarara, Gulu, Kampala, Jinja, Family Division) and in two Chief Magistrates (Iganga, Kabale) that has eased taking of evidence from child victims, provided protection for the child victims and resulted in more child friendly court proceedings.

The latest police crime report revealed that a total of 13, 144 juveniles were defiled in 2023, of whom 383 were defiled by persons living with HIV/AIDs.

Out of the total victims, 12, 818 were females while 326 were males. 97 of these were defiled by parents, 90 by guardians and 211 were defiled by their teachers.

According to the constitution, defilement is constituted by committing an act which causes penetration with a “child”, defined to mean a person who is less than 18 years old.

The Act defines “penetration” to mean partial or complete insertion of the genital organs of a person into the genital organs of another person.
