With the nomination period for the upcoming presidential elections fast approaching, security agencies are implementing stringent measures to ensure a smooth and orderly process. Presidential aspirants will be able to submit their nominations on September 23rd and 24th, 2025, at the Lubowa Electoral Commission grounds.
In a joint statement released today, security forces emphasized their commitment to upholding electoral regulations and maintaining public order throughout the nomination days. Political actors and the general public are urged to take careful note of the protocols being put in place.
Access to the nomination venue will be strictly limited to authorized individuals, including invited personnel and the presidential aspirants themselves. This measure aims to prevent overcrowding and ensure the integrity of the nomination process.
Traffic flow around the Lubowa Electoral Commission grounds will be significantly restricted. Routes leading to the venue will be managed in accordance with established traffic guidelines and protocols, which will be communicated closer to the nomination dates. Motorists are advised to plan their travel accordingly and adhere to all directives from traffic officers.
A key regulation being enforced is the size of candidate convoys. Each candidate’s convoy will be limited to a maximum of two motor vehicles, with no more than ten occupants per vehicle.
An exception has been made for the incumbent President, should they be a candidate, who may utilize the official number of vehicles associated with their office.
Authorities have also made it clear that processions to and from the nomination venue are strictly prohibited. This aims to prevent potential disruptions and ensure that the nomination process remains focused and contained.
Security vehicles accompanying presidential candidates will be manned exclusively by government security personnel assigned to the aspirants. Nominees are reminded of the importance of cooperating with their assigned security details for their own protection and to facilitate the smooth functioning of security operations.
Furthermore, security agencies will not tolerate any attempts to usurp their duties. Activities such as unauthorized traffic control or crowd management by individuals or groups will not be permitted.
A strong message has been issued against disruptive behavior. The use of rowdy groups, often referred to as “Egaali,” hooliganism, intimidation of opponents, and provocation of security officers are strictly forbidden. Such actions will be met with decisive action in accordance with the law.
In the interest of overall safety, the bringing of any dangerous weapons to the nomination venue is strictly prohibited.
Security forces reiterate that election laws, public order regulations, and criminal laws remain in full effect. The rights of citizens and the general peace of the nation must not be compromised by the nomination activities or any associated rallies.
For any concerns or disputes involving security officers, individuals are encouraged to utilize the established mechanisms for addressing such issues, rather than resorting to confrontation.
In conclusion, security agencies have issued a heartfelt appeal to all Ugandans to actively promote peace and act as ambassadors of harmony during this critical period. The successful and peaceful conclusion of the nomination process is a shared responsibility, and cooperation from all stakeholders is paramount.
