Uganda Development Bank strengthens Board with appointment of Assoc. Prof. Rachel Mindra Katoroogo

The Uganda Development Bank Limited (UDBL) has announced the appointment of Assoc. Prof. Rachel Mindra Katoroogo as a Non-Executive Member of its Board, effective immediately.

The strategic appointment is set to significantly bolster the Bank’s governance and oversight capabilities, bringing a wealth of academic and professional expertise to its mission of driving sustainable socio-economic transformation in Uganda.

Assoc. Prof. Katoroogo currently serves as the distinguished Dean of the Faculty of Commerce at Makerere University Business School (MUBS), a position where she has demonstrated exceptional leadership and academic prowess.

Her extensive background encompasses critical areas such as finance, development research, project management, curriculum design, and stakeholder engagement, accumulated over a distinguished career spanning academia, consultancy, and advisory services.

UDBL highlighted that Assoc. Prof. Mindra’s expertise is particularly pertinent to the Bank’s objectives, with a strong focus on development finance, banking, investment, digital finance, and sustainability.

She holds an impressive academic record, including a PhD in Finance from Wits Business School, University of the Witwatersrand (South Africa); a Master of Arts in Money, Banking & Finance from Loughborough University (UK); and a Bachelor of Business Administration (Finance) from Makerere University (Uganda).

Throughout her career, Assoc. Prof. Mindra has spearheaded and contributed to numerous high-profile research and development projects.

These initiatives, funded by prominent global and national institutions such such as UNESCO, IFC, USAID, GIZ, the Netherlands Organisation for Scientific Research, the Financial Intelligence Authority, and the Uganda Communications Commission, underscore her capacity to deliver impactful results in complex developmental contexts.

Her commitment to good governance extends beyond academia. Assoc. Prof. Mindra holds several significant roles on various governance and professional bodies.

She is a Board Member of the Uganda Securities Exchange, where she chairs the Business Conduct and Adhoc Listing Committees and is an integral member of the Audit and Risk Committee.

Furthermore, she chairs the Board of Trustees of the MUBS Retirement Benefits Scheme and serves as a Director at the Research and Education Network of Uganda (RENU) – Financial Services Board. She is also a Member of Kyambogo University Senate and actively participates in several other industry and professional associations.

Beyond her professional achievements, Assoc. Prof. Mindra is deeply passionate about youth financial inclusion, community service, and mentorship. She is an active Rotarian, a Paul Harris Fellow (PHF), and currently serves as President-Elect, demonstrating her unwavering commitment to social impact initiatives.

UDBL stated that Assoc. Prof. Rachel Mindra Katoroogo’s appointment to the Board is a strategic move that will undoubtedly strengthen the Bank’s oversight functions and inject additional depth into its core mission of fostering sustainable socio-economic development across Uganda.
