NIRA set to borrow Shs370bn
NIRA is mandated to establish and maintain a credible, secure and update-to-date register of all persons in Uganda for national security and socio-economic development.
The National Identification and Registrations Authority (NIRA) has revealed plans to seek a loan worth Shs370Bn from local commercial banks to fund the mass enrolment and renewal of national IDs.
“The Authority has therefore continued to engage with Ministry of Finance for the money for the project and the current status is that we are considering to with the approval of cabinet to approve a supplementary of Shs370Bn under domestic borrowing,” Rosemary Kisembo, Executive Director NIRA, said.

Appearing before Parliament in May last year, the Minister of State for Internal Affairs, Gen. David Muhoozi, revealed that NIRA would undertake a mass enrolment and renewal exercise of National Identification (ID) cards in 2023.
This has not happened yet and it’s for this purpose that NIRA is seeking funding by borrowing from commercial banks.
