Principal judge commends High Court Criminal Division for improved performance

The Principal Judge, Lady Justice Jane Frances Abodo, has commended the Criminal Division of the High Court for its improved performance and resilience despite operational challenges.
Justice Abodo made the remarks during a performance engagement with Judges and Registrars of the Criminal Division, where she called for continued teamwork, innovation and efficient case management to improve service delivery.

The Principal Judge praised judicial officers handling complex public interest cases for their professionalism and dedication, while also applauding the Division’s efforts in maintaining proper data management to support performance monitoring and decision-making.
Presenting the Division’s performance report for the Financial Year 2025/26, the Head of Division, Justice David Matovu, revealed that the Division handled 3,976 cases, including 2,620 carried forward and 1,356 new cases.
Out of these, 1,766 cases were concluded, representing a 44.42 percent disposal rate and a 130.24 percent clearance rate, meaning more cases were completed than those registered during the period.
Justice Matovu attributed the performance to improved case management initiatives but noted challenges including shortage of State Attorneys, illness among judicial officers, lengthy public interest cases, ECCMIS interruptions, unstable internet connectivity and incomplete digitisation of records.
He also praised the Division’s Data Management Taskforce for improving case tracking, verifying records and strengthening the accuracy of performance data.
The Division said it will continue promoting Alternative Dispute Resolution through plea bargaining, strengthen digital case management, enhance collaboration with justice sector institutions and conduct regular case reviews to sustain improved performance.
