Government reviews delays on Kabale–Lake Bunyonyi–Kisoro–Mgahinga road upgrade project
Government noted that it has met most of its contractual obligations, including financing commitments, securing the Right of Way, and compensating Project Affected Persons (PAPs), with about 80 percent of land compensation completed.
KABALE — The Minister of Finance, Planning and Economic Development, Hon. Henry Musasizi, has chaired a high-level ministerial and stakeholder meeting to address delays affecting the implementation of the Kabale–Lake Bunyonyi–Kisoro–Mgahinga Road Upgrade Project.
The meeting brought together representatives from the African Development Bank (AfDB), Members of Parliament from Kigezi, district chairpersons, mayors, ministers, private sector representatives, technical officials from the Ministries of Finance and Works and Transport, the Attorney General’s Chambers, the Solicitor General’s Office, and local government leaders.
Government noted that it has met most of its contractual obligations, including financing commitments, securing the Right of Way, and compensating Project Affected Persons (PAPs), with about 80 percent of land compensation completed.
However, concerns were raised over the slow progress of the project, with works standing at only 2.13 percent against the planned 37.15 percent. Construction activities have remained suspended since June 1, 2026.
Following the meeting, the Ministry of Works and Transport was directed to take immediate measures to restore progress, while the Attorney General was tasked with providing urgent legal guidance on the contract.
Government said it would explore all available contractual options, including possible termination of the contract if the contractor fails to resume works. A joint field visit will also be conducted to assess the situation and guide the next steps.
Leaders from the Kigezi sub-region expressed concern over the deteriorating condition of the road, especially ahead of the rainy season, warning that the situation could affect transportation, tourism, trade, and local livelihoods.
Musasizi reaffirmed Government’s commitment to completing the strategic infrastructure project and urged regional leaders to support efforts to resolve outstanding Right of Way challenges.
He also appealed to compensated Project Affected Persons not to reoccupy the project corridor as Government works to fast-track the completion of the road upgrade.
