PIM PLUS Secretariat, NPA commit to strengthening public investment management
PIM PLUS is a $200 million World Bank-funded project and a flagship reform initiative under Uganda’s Public Finance Management (PFM) strategy, aimed at improving the planning, appraisal, implementation, and monitoring of public investments.

The Public Investment Management Plus (PIM PLUS) Secretariat under the Ministry of Finance, Planning and Economic Development (MoFPED) has partnered with the National Planning Authority (NPA) to ensure the successful implementation of the PIM PLUS operation and achievement of Uganda’s public investment objectives.
The MoFPED delegation, led by Acting Assistant Commissioner for Project Analysis and Public Investments Department, Ms. Esther Ayebare, paid a courtesy visit to NPA as part of efforts to strengthen collaboration and improve the effectiveness of public investment management in the country.

Ayebare commended NPA for its efforts in improving the quality of national planning and public investment management, urging the institution to prioritize high-impact projects that deliver value for money and better public services.
“We are here to ensure that the PIM PLUS operation delivers on its core objectives. Our call to you as the National Planning Authority is that you focus on high-impact projects,” Ayebare said.
She added that prioritizing impactful projects would enhance infrastructure development, improve service delivery, and ensure efficient use of public resources. She also urged NPA to comply with Development Committee requirements and ensure feasibility studies remain cost-effective.
NPA Executive Director Dr. Joseph Muvawala welcomed the engagement, reaffirming the authority’s commitment to ensuring the PIM PLUS operation achieves its intended goals.
Muvawala noted that NPA has held constructive discussions with the World Bank, which he said would help strengthen the institution’s capacity and efficiency in fulfilling its PIM PLUS responsibilities.
NPA Senior Manager for Research and Development, Dr. Winnie Nabiddo, highlighted progress made in implementing the PIM PLUS operation, emphasizing that achieving its objectives remains a priority for the authority.
She further noted that NPA is focused on developing detailed physical plans that are climate-resilient to support sustainable development.
The partnership between MoFPED and NPA is expected to enhance Uganda’s public investment planning, improve project selection, and ensure government resources are directed towards projects with the greatest economic and social impact.
