NEMA orders PRO Industries Ltd to restore degraded wetland in Luwero

NEMA has warned that failure to comply with ESIA conditions attracts penalties and enforcement actions, urging developers and industrial operators to strictly adhere to environmental regulations to avoid ecosystem degradation.

The National Environment Management Authority (NEMA) has ordered PRO Industries Ltd, located in Ndibulungi Village, Bututumula Sub-county, Luwero District, to restore a wetland ecosystem it allegedly degraded through illegal industrial activities.

The directive follows complaints lodged against the facility, prompting a joint inspection by the Hoima Environmental Protection Force (EPF), the Environmental Protection Police Unit (EPPU) and the Uganda People’s Defence Forces (UPDF) on January 11, 2026.

According to NEMA, the inspection established several environmental offences committed by the company, contrary to the conditions stipulated in its Environmental and Social Impact Assessment (ESIA) certificate. These include direct discharge of effluent into the wetland and poor waste management practices, particularly the handling of sludge from the distillery.

Following the findings, the company’s director, Mr. Asrashundhra Oswal, an Indian national, was summoned to NEMA’s Albertine Regional Office where a statement was recorded. Authorities have since opened a case file and initiated legal action against the company.

PRO Industries Pte Limited, an ethanol and extra-neutral alcohol (ENA) manufacturing plant. It was commissioned by President Yoweri Kaguta Museveni in December last year.

At the commissioning, the President, praised the company for its role in agro-industrialization, value addition, and the promotion of cleaner energy solutions.
