Speaker of Parliament Anita Among stops COSASE investigations on Nakivubo Channel redevelopment

In a recent development, Speaker of Parliament Anita Among has halted the investigations into the Nakivubo Channel redevelopment that was being conducted by the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE).
Instead, she has named a five-member team of MPs to undertake a fact-finding mission on the same matter.
The Speaker’s directive was announced by Medard Sseggona, Chairperson of COSASE, who read details of the August 19th, 2025 letter authored by Speaker Among, instructing Dan Kimosho (Chairperson Parliament’s Committee of Physical Infrastructure) to lead the newly named team.
The team includes David Kabanda (Kasambya County), Peter Mugema (Iganga Municipality), Kibedi Nsegumira (Mityana North), and Gerald Ibanda Rwemulikya (Ntoroko County).
“In light of those developments, it is the view of this committee that as a committee of Parliament, we shall not proceed with a matter that is before another committee of Parliament. So, we are advising the Clerk (of COSASE) to ensure that matters related to this particular issue be sent to that committee,” Sseggona said.

Nsibambi stated that Speaker Among had not consulted with various political party whips to inform the process of instituting the five-member team.
“The word fact-finding team is not provided for under our rules as a committee. This committee is empowered under the rules, specifically under rule 166C, to assess and evaluate activities of government and other bodies.
The whip of FDC have never been consulted in this matter. Now, what happens if an illegal directive is presented before a committee legally constituted to handle the matter? I think under the law, you cannot enforce an illegality,” Nsibambi said.
Hilary Kiyaga (Mawokota North) also questioned the authenticity of Speaker’s letter alleged to have been authored on the 19th August 2025, considering that it is in the same period Parliament is on recess, and yet the Committee started looking into the Nakivubo redevelopment matter on 22nd August 2025.
