UCC, American Tower Corporation partner to boost digital inclusion and protect telecom infrastructure

The Uganda Communications Commission (UCC) has reaffirmed its commitment to expanding digital access across Uganda through stronger collaboration with government and private sector players.
This was highlighted during a meeting at the UCC offices where officials received representatives from American Tower Corporation (ATC), who officially presented their statutory 2% contribution from gross annual revenue in line with regulatory requirements.
The event was attended by the Minister of State for ICT and National Guidance, Hon. Dr Joyce Nabbosa Ssebugwawo.
UCC said the contribution reflects corporate responsibility and a shared commitment towards bridging the digital divide by supporting connectivity initiatives, especially in underserved and unserved communities.
The regulator noted that its role is to create an environment where telecommunications operators can invest, grow, and provide reliable services to Ugandans.
The funds from the levy are allocated to national development, with 50% remitted to the Consolidated Fund, while the remaining half is retained by UCC to support the Uganda Communications Universal Service and Access Fund and technical skills development at the Uganda Institute of Information and Communications Technology in Nakawa.
UCC officials said the investments will help integrate rural communities into Uganda’s digital economy through improved access to communication services and digital skills.
The commission also raised concerns over vandalism of telecom infrastructure, warning that destruction of communication towers affects businesses, communities, and access to essential services.
UCC said it is working with law enforcement agencies and the judiciary to address the vice, citing a recent case where an infrastructure vandal was sentenced to five years in prison.
The regulator further reassured the public that telecom towers do not pose health risks, emphasizing that scientific evidence supports their safety.
UCC said continued cooperation between government, regulators, and private investors will be key to achieving wider digital inclusion and economic empowerment for all Ugandans.
