Uganda signs MoU for Kampala light rail study and regional SGR project

The Ministry of Works and Transport described both initiatives as key steps toward modernizing Uganda’s transport infrastructure, strengthening regional integration, and supporting economic growth through improved mobility and trade facilitation.

The Minister of Works and Transport, Edward Katumba Wamala, on 13th March 2026, witnessed the signing of a memorandum of understanding (MoU) between the Government of Uganda and Orascom Construction Company of Egypt.

The agreement, signed by the Works Ministry Permanent Secretary Waiswa Bageya, will allow Orascom to undertake an 18-month feasibility study for a potential Light Rail Transit (LRT) or Monorail system in the Greater Kampala Metropolitan Area.

The study will evaluate the viability of a modern mass transit system along key corridors, including Kampala–Entebbe, Kampala–Kira, and Kampala–Wakiso, with the aim of improving mobility and reducing congestion in the capital region.

In a related development, the Minister of State for Works and Transport (Transport), Fred Byamukama, signed an MoU with Tanzania to jointly develop the Isaka–Lusahunga–Murongo/Kikagati–Mpondwe Standard Gauge Railway (SGR).

Officials say the project is a major milestone in enhancing regional connectivity, reducing transport costs, and boosting trade and cargo movement across East Africa.

“These projects reflect the government’s commitment to developing efficient, modern, and regionally integrated transport systems,” the ministry said.
