Museveni warns against impunity within security forces

President Yoweri Kaguta Museveni has said he will not tolerate impunity within Uganda’s security agencies, warning that unlawful conduct by security personnel undermines public trust and the rule of law.

Speaking during his national address on Saturday evening, Museveni stated that accountability must apply to all government institutions, including members of the armed and security forces.

“I cannot allow impunity in our system even on the side of the security forces,” the President said.

The President’s remarks come at a time of growing public scrutiny over the conduct of some security operatives during arrests, enforcement operations, and political activities in different parts of the country.

Museveni emphasized that while security agencies remain critical in maintaining peace, protecting sovereignty, and preventing instability, they must operate within the law and maintain professional standards.

He said the government would continue investigating reported cases of abuse and misconduct involving security personnel, adding that discipline is essential in preserving confidence in state institutions.

The address also touched on broader national security concerns, with the President defending the role of security forces in ensuring stability while cautioning against actions that could damage the image of the country’s institutions.
