Govt allocates Shs20bn to compensate flood-affected traders in Kampala

However, the compensation process has faced delays due to inconsistencies in the lists of affected traders submitted by different stakeholders.

The Government has earmarked Shs20 billion to compensate traders who suffered losses during last year’s devastating floods in Kampala, with authorities now moving to finalise the disbursement process.

Speaking at a press conference at the Office of the Prime Minister (OPM) on Wednesday, Minister of State for Relief, Disaster Preparedness and Refugees Lillian Aber said the funds were provided under a directive from President Yoweri Museveni to support affected businesses.

“President Museveni has provided a fund worth Shs20 billion to support these traders, and the process to disburse the funds is ongoing,” Aber said.

The floods, which heavily impacted areas around Nakivubo Channel, destroyed merchandise belonging to hundreds of traders, leaving many struggling to recover months after the disaster.

However, the compensation process has faced delays due to inconsistencies in the lists of affected traders submitted by different stakeholders.

Aber noted that government is currently harmonising the data to ensure that only genuine claimants benefit.

“We are working to reconcile the lists so that the right people receive support,” she said.

OPM Permanent Secretary Alex Kakooza confirmed that a special committee has been established to oversee the implementation of the presidential directive.

The committee, coordinated by the OPM, includes representation from traders’ associations to enhance transparency and accountability.

“Traders will be represented on the committee through their umbrella body. The team will verify details and guide beneficiaries on how to access the funds,” Kakooza said.

Beyond immediate relief, government is also rolling out medium- and long-term interventions aimed at preventing future flooding.

These include stricter enforcement of building regulations, restoration of proper land use, upgrading of drainage systems, road improvements, and broader environmental rehabilitation efforts.

Officials say the combined measures are intended not only to compensate affected traders but also to strengthen Kampala’s resilience against recurring climate-related disasters.
