MPs push for strategic development priorities in NDP IV

Members of Parliament have urged the government to focus on infrastructure and development projects that deliver tangible benefits to citizens, as discussions on the National Development Plan IV (NDP IV) intensify.

Hon. Moses Ogwal (NRM, Dokolo North County) emphasized prioritizing roads that enhance competitiveness and reduce costs.

“For example, building a road in Dokolo could save 164 kilometers of travel and significantly cut fuel costs for farmers and traders. Investments must offer real economic value,” Ogwal said.

He also called for increased investment in ICT to fight corruption, highlighting technology’s potential to improve the traceability of public resources.

“This road is the first impression for global guests, including presidents. Beautifying it would enhance Uganda’s image,” Begumisa argued.

Col. Victor Nekesa (UPDF Representative) raised environmental concerns, pointing to the severe pollution in Kampala as a health hazard.

“Kampala’s pollution levels increase risks like cancer. We need pollution monitors to guide urban planning and ensure sustainable growth,” she warned.

The MPs also discussed decentralization as a strategy to drive regional development. Hon. Musila proposed relocating Parliament to a new political city, such as Nakasongola.

“This move could create jobs, housing, and services in the region, while allowing Kampala to focus on becoming an economic hub,” Musila noted.

Planning Authority officials assured MPs that these suggestions would shape the final draft of NDP IV, aiming to balance economic growth, social welfare, and sustainability.
