Museveni appoints Justice Moses Kazibwe as Deputy Chief Justice, Agnes Alum as Chief Registrar

The appointments are expected to strengthen leadership within Uganda’s judiciary as the institution continues implementing judicial reforms and improving service delivery.

President Yoweri Kaguta Museveni has appointed Justice Moses Kazibwe Kawumi as the new Deputy Chief Justice of Uganda and Her Worship Agnes Alum as the new Chief Registrar.

The appointments were announced in a press release issued by the Presidential Press Unit (PPU), which said the name of Justice Kazibwe has already been forwarded to Parliament for approval in line with constitutional requirements.

Justice Kazibwe currently serves as a Justice of the Court of Appeal, one of Uganda’s highest courts, whose members are headed by the Deputy Chief Justice.

Before joining the Court of Appeal, Justice Kazibwe served as Resident Judge at the High Court in Mubende and previously worked for six years as Resident Judge of Kabale High Court.

In May 2024, Justice Kazibwe, alongside Justice Margaret Tibulya, was formally introduced to President Museveni following his appointment to the Court of Appeal.

His appointment to the position of Deputy Chief Justice comes at a time when the judiciary continues to push for reforms aimed at improving efficiency, case disposal, and access to justice.

Meanwhile, Agnes Alum’s appointment as Chief Registrar places her at the helm of the judiciary’s administrative and case management operations.

The Chief Registrar plays a central role in supervising registrars, managing court administration, and supporting the efficient functioning of courts across the country.

The appointments are expected to strengthen leadership within Uganda’s judiciary as the institution continues implementing judicial reforms and improving service delivery.
