Local gov’t finance commission advances financing framework for agro-industrialisation at local government level

The negotiations also addressed strategies to enhance market access and improve the competitiveness of agricultural products in both domestic and international markets.

The Local Government Finance Commission (LGFC) has concluded negotiations on the Agro-Industrialisation Programme under the FY2027/28 Uganda Local Governments Programme Conditional Grant Negotiations.

The discussions focused on strengthening financing mechanisms to support Uganda’s agricultural transformation agenda, with emphasis on increasing agricultural production and productivity, improving harvesting, post-harvest handling and storage, and expanding value addition infrastructure.

The negotiations also addressed strategies to enhance market access and improve the competitiveness of agricultural products in both domestic and international markets.

LGFC said the progress achieved highlights the importance of aligning programme financing with the priorities and realities of local governments, which play a critical role in translating national development plans into practical outcomes for communities.

The negotiations provide a platform for the Central Government and Local Governments to agree on financing and implementation arrangements that will support effective delivery of agro-industrialisation priorities.

LGFC reaffirmed its commitment to promoting constructive and evidence-based negotiations aimed at strengthening fiscal decentralisation and ensuring equitable financing of local governments for improved service delivery and socio-economic transformation.

Meanwhile, LGFC and the Uganda Local Governments Association (ULGA) engaged the public through a live discussion on Radio One FM90, where they highlighted issues surrounding service delivery and Conditional Grant Negotiations and their impact on communities at the grassroots level.
