Resident District Commissioners urged to prioritise service delivery over political distractions

The call was made during the closure of a three-day capacity-building workshop for Resident District Commissioners (RDCs), Deputy RDCs, Assistant RDCs, Regional Internal Security Officers (RISOs) and District Internal Security Officers (DISOs) held at Source of the Nile Hotel in Jinja City.

Government representatives in the Busoga Sub-region have been urged to prioritise effective service delivery, accountability, and tangible results as their strongest response to political criticism.

The call was made during the closure of a three-day capacity-building workshop for Resident District Commissioners (RDCs), Deputy RDCs, Assistant RDCs, Regional Internal Security Officers (RISOs) and District Internal Security Officers (DISOs) held at Source of the Nile Hotel in Jinja City.

The officiating official conveyed greetings from President Yoweri Kaguta Museveni, the First Lady and Minister of Education and Sports, Maama Janet Kataaha Museveni, Permanent Secretary in the Office of the President Hajji Yunus Kakande, and staff of the Office of the President.

The officers were challenged to move beyond office-based administration and increase their presence in communities by monitoring government programmes, identifying challenges, and ensuring public services benefit the intended recipients.

They were encouraged to physically visit government projects, verify progress on the ground, engage with communities, and establish whether interventions are achieving their intended objectives.

The RDCs and other presidential representatives were also tasked with protecting public resources and taking a firm stand against corruption, misuse of funds, and abuse of office.

However, they were cautioned against making unsubstantiated allegations or using their monitoring roles to settle personal disputes.

“The fight against corruption must be conducted responsibly. Let evidence speak, follow due process, and ensure that your actions are guided by the law and the mandates of relevant institutions,” the officers were advised.

The officers were further urged to resolve institutional disagreements professionally and avoid allowing conflicts to affect government service delivery.

They were cautioned against being distracted by political propaganda, rumours, and public debates, with a reminder that their focus should remain on their official responsibilities.

The RDCs, RISOs, and DISOs were also called upon to maintain professionalism, accuracy, and restraint in their public engagements and avoid using their offices for partisan political activities.

Concerns were raised over indiscipline within the RDC structure, with officers reminded that their conduct directly influences public confidence in the presidency.

The officers were also discouraged from spending time speculating about appointments and transfers, with a reminder that such decisions are handled by competent authorities.

The workshop aimed at strengthening the capacity of government representatives in monitoring, coordination, security oversight, and improving implementation of government programmes across the Busoga Sub-region.
