Musasizi highlights growth in Uganda National Bureau of Standards funding and revenue collections
Musasizi said UNBS’s approved budget has more than doubled over the last five financial years, rising from Shs65.04 billion in FY2021/22 to Shs133.83 billion in FY2025/26, with government releases ranging between 94 and 100 percent of the approved allocations.
Finance Minister Hon. Henry Musasizi has appeared before the Parliamentary Committee on Tourism, Trade and Industry to discuss the utilisation of Non-Tax Revenue (NTR) collections and budget performance of the Uganda National Bureau of Standards (UNBS).
Musasizi said UNBS’s approved budget has more than doubled over the last five financial years, rising from Shs65.04 billion in FY2021/22 to Shs133.83 billion in FY2025/26, with government releases ranging between 94 and 100 percent of the approved allocations.
He attributed temporary budget reductions between FY2022/23 and FY2024/25 to the economic effects of the COVID-19 pandemic, noting that government later restored and increased funding to strengthen standards and quality infrastructure in the country.
The Minister said the increase in UNBS funding demonstrates government’s commitment to improving Uganda’s standards system and supporting quality assurance.
He explained that under reforms introduced in FY2017/18, all Non-Tax Revenue collections are processed through the Uganda Revenue Authority (URA) to reduce revenue leakages and improve accountability and transparency.
According to Musasizi, UNBS non-tax revenue collections have grown from Shs60.74 billion to Shs87.68 billion over the past five years.
On calls for UNBS to retain and spend its collections at source, the Minister said the Bureau, as a government vote, is required under the Public Finance Management Act to remit all revenue to the Consolidated Fund.
He urged UNBS to develop properly costed strategic actions aligned with its mandate to ensure effective delivery of its services.
