PAU strengthens security coordination as Uganda’s oil sector nears production
The Petroleum Authority of Uganda (PAU) has convened a security stakeholders meeting to strengthen coordination and security preparedness as the country’s oil and gas sector transitions from construction to commissioning and production.
The meeting was held at Petroleum House in Entebbe and brought together key oil and gas companies, government security agencies and private security contractors involved in protecting petroleum projects and assets.
Participants included TotalEnergies Uganda, CNOOC Uganda, the East African Crude Oil Pipeline (EACOP), Uganda National Oil Company (UNOC) and the Uganda Police Force, including the Oil and Gas Protection Police (OGPP).
Private security providers represented at the meeting included NEC-UPDF, GardaWorld, Saracen Security and G4S.
PAU said the engagement focused on enhancing coordination and collaboration among security stakeholders, sharing emerging security trends and lessons learned, ensuring compliance with security standards and strengthening sector-specific security capacity.
The discussions come at a critical stage for Uganda’s petroleum industry as major projects move from construction towards commissioning and eventual production.
Key areas discussed included access control systems, asset and inventory management, incident investigation protocols, as well as contractor oversight and accountability.

The meeting also provided an opportunity for security stakeholders to identify emerging risks and strengthen mechanisms for responding to incidents across petroleum facilities and associated infrastructure.
Uganda is developing major petroleum projects in the Albertine Graben, including the Tilenga and Kingfisher developments, alongside the EACOP project, which will transport crude oil from Hoima to the Indian Ocean port of Tanga in Tanzania.
As the projects advance towards first oil, PAU’s engagement with security agencies and contractors is expected to support a coordinated security framework for Uganda’s petroleum operations.
