Namuganza misses parliamentary sitting censuring her

The State Minister for Lands, Housing and Urban Development (Housing), Persis Namuganza, also Member of Parliament for Bukono County in Namutumba District, was a no-show Monday morning as parliament debated her censure.
At the start of the sitting, the Deputy Speaker, Thomas Tayebwa, said Namuganza had not communicated her unavailability and was expecting her to come and defend herself physically or via Zoom, an internet-based communication tool.
After Mwine Mpaka, the chairperson of a Select Committee constituted to scrutinize and identify prima facie evidence to the allegations contained in the motion for the censure of Namuganza; Tayebwa invited Namuganza to defend herself and was unavailable.
Namuganza’s absence riled fellow MPs who described it as disrespect and arrogance.
Fox Odoi, MP for West Budama County North, said the hallmark of civilization involves respect for authority, processes, and institutions.
“Hon Namuganza has no regard for her voters, no regard for the president who appointed her, no respect for Parliament, and absolutely no regard for processes,” Odoi said.
Mpaka presented a Report of the Select Committee on the Motion for a Resolution of Parliament to Pass a Vote of Censure against Hon Persis Namuganza Princess, Minister of State for Lands, Housing and Urban Development (Housing).
The select committee found prima facie evidence confirming that the conduct of Namuganza breached the standards of behaviour & conduct expected of an MP as prescribed in Rule 85 & Appendix F of the Code of Conduct of MPs prescribed in the Rules of Procedure.

Namuganza is accused of taking to social media and television to bash the operations of Parliament and questioning the powers and integrity of the presiding officers of Parliament to form Adhoc Committees.
