Bishop Samuel Joseph Bogere Egesa of Bukedi Diocese has questioned Parliament over the recruitment of 182 staff without publicly advertising the positions, citing concerns about transparency and constitutional compliance.
Speaking during Parliament’s Thanksgiving service on October 23, 2026, Egesa challenged lawmakers to explain how the recruitment process was conducted in an institution responsible for making laws.
“This is the house where laws are made. It is you people who pass them. How did this come?” he asked.
The Bishop warned that such recruitment practices could undermine public confidence in Parliament and set a bad example for other government institutions.
The concerns follow an Inspectorate of Government report that flagged the recruitment of the 182 staff. Parliament has since begun verifying employees’ academic qualifications and recruitment records.
