Kisoro District officials arrested over alleged sale of jobs

The arrests were carried out by the Inspectorate of Government (IG) in collaboration with the Criminal Investigations Directorate (CID) following allegations that the officials were involved in a scheme to sell government jobs

Five Kisoro District Local Government officials, including the District Speaker and the Chairperson of the District Service Commission (DSC), have been arrested over allegations of soliciting and receiving money from job applicants in exchange for helping them secure employment.

The arrests were carried out by the Inspectorate of Government (IG) in collaboration with the Criminal Investigations Directorate (CID) following allegations that the officials were involved in a scheme to sell government jobs

Those detained include District Speaker Hakizimana Amos, DSC Chairperson Nshaka Erastus, DSC member Turamuhawe Richard, District Councillor Mfitumukiza John, and Muhanika Alphonse, who is accused of acting as a middleman.

Two other suspects, identified as DSC Secretary Francesca Mugisha and teacher Alex Matata, who is also alleged to have acted as a middleman, are reportedly on the run.

Preliminary investigations indicate that between October and December 2025, the suspects, together with others still at large, allegedly collected about Shs200 million from several job applicants who were seeking employment opportunities within the district.

The Inspectorate of Government said investigations are ongoing, and upon completion, the suspects are expected to face corruption-related charges before the Anti-Corruption Court.

Authorities have urged members of the public who may have been asked to pay money in exchange for jobs by the suspects or any other individuals to come forward and report the cases to aid investigations.

The arrests come amid continued government efforts to fight corruption and eliminate the practice of exchanging money for public service positions.
