Four remanded over alleged fraudulent acquisition of Munyonyo land
The land, measuring approximately 0.202 hectares, is comprised in Kyadondo Block 255, Plot 532, in Munyonyo, Kampala District. Mulebeke has reportedly been its registered proprietor since 2011.

Three officials attached to the Kampala Capital City Authority Ministry Zonal Office (KCCA MZO) and a land dealer have been charged over an alleged scheme to fraudulently acquire land worth more than Shs600 million in Munyonyo, Kampala.
The four suspects were arraigned before the Anti-Corruption Court on charges including abuse of office, criminal conspiracy, forgery and fraudulent procurement of title. They were remanded until October 29, 2026.
The suspects are Wasswa Charles Jude, a Principal Assistant Secretary; Agaba Ronah, a government valuer; Achom Esther, a data entry clerk; and Kizito John, a land dealer.
The prosecution alleges that in 2024, the accused conspired to abuse their respective positions and authority to obtain a special certificate of title and facilitate the fraudulent transfer of land belonging to James Mulebeke.
The land, measuring approximately 0.202 hectares, is comprised in Kyadondo Block 255, Plot 532, in Munyonyo, Kampala District. Mulebeke has reportedly been its registered proprietor since 2011.
According to investigations, Kizito initiated the alleged fraudulent acquisition by providing documents to process a special certificate of title without Mulebeke’s knowledge or consent.
Achom allegedly received the transaction documents and forwarded them to Wasswa for processing, although the documents were never officially received at the zonal office.
Wasswa is accused of using his position to influence Nabukeera Madinah, a registrar of titles at KCCA MZO, to issue the special certificate without requiring the registered proprietor to appear for identification. He allegedly claimed to know the applicant.
Investigators further allege that Madinah subsequently approved the transfer of the land to Kizito without the registered owner appearing for identification and without verifying the authenticity of the national identity card and receipts for stamp duty and registration fees.
Agaba allegedly valued the property at Shs200 million, significantly below its prevailing market value, which investigators estimate at more than Shs600 million.
The investigation also established that Mulindwa Jude Tadeo, a government valuer, processed the transaction without payment of the requisite stamp duty.
Criminal summons have been issued to Nabukeera Hamida and Mulindwa Jude Tadeo in connection with the matter.
The arraignment was conducted by the Anti-Corruption Unit in liaison with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions.
The accused remain in custody pending their next court appearance. The allegations have yet to be proved in court.
