Omalla, most remembered for tormenting Dr Kizza Besigye, dies
While he was Kampala North Police Operations Commander, Omalla was known for brutally foiling Besigye political activities, especially the famous walk-to-work protests, and occasionally arresting the former presidential candidate.

Not a good way to be remembered, especially at the time of your death, but, well, that is how Ugandans will remember Retired Assistant Commissioner of Police (ACP) Sam Omalla. Ugandans and the world will remember Omalla as the police officer who tormented former Forum for Democratic Change president Dr. Kizza Besigye.
Omalla passed on this morning, 28th April, 2025, at Mulago Hospital after a long battle with cancer. Arrow Security Systems Ltd, where he has been working as Director Operations and Deputy CEO, announced the passing.

Apologetic
In 2024, Omalla, knowing he had cancer and death was in sight, publicly apologised to people, known and unknown, that he had wronged. Dvyn Omala Mutukuvu, who conveyed the apology, said his father had also forgiven anyone who had wronged him.
Retired AIGP Asan Kasingye eulogized his former colleague. “Those who worked with him remember him as a selfless, patriotic, and hardworking officer. He loved his family too & talked fondly about cultural interconnectivity with pride,” he said, adding, “To the family, the police force, and Arrow Security, may God strengthen you as you go through the loss. May his soul rest in eternal peace.”
