Electoral Commission will only deal with Formal Complaints Only, EC Spokesperson

As the nation gears up for the official campaign launch, the Electoral Commission reaffirms its commitment to an organized, fair, and transparent electoral process, contingent on all stakeholders adhering to established rules and formal channels.

The Electoral Commission (EC) is drawing a clear line in the sand regarding official communication and campaign conduct, with its Head of Public Relations and Spokesperson, Julius Mucunguzi, reiterating that only formally raised complaints with accompanying evidence will be addressed.

This comes as the EC meticulously prepares for the 2026 general elections. Already, the presidential campaign period kicked off on September 29th, 2025.

Speaking on the EC’s operational guidelines in an interview with NBS Television this week, Mucunguzi made it clear that the commission would not entertain grievances aired on social media platforms.

“The only complaints the EC will deal with are those that are raised formally,” Mucunguzi stated. “Some of these complaints are grave in nature, but we need the complaints to be formal with evidence attached. We shall listen to and address these complaints.”

He emphasized that aspiring leaders should know the proper channels for redress. “The EC doesn’t respond to social media complaints by aggrieved parties. These are aspiring leaders; they should write to the commission formally with their complaints.”

The EC’s firm stance follows a crucial meeting held on Friday with representatives of the eight successfully nominated presidential candidates. Chaired by the Acting Secretary to the Commission, Richard Baabo Kamugisha, the session aimed to meticulously align their campaign programmes, preventing conflicts, ensuring fairness, and fostering a peaceful electoral environment across the nation.

“The EC ensured that the candidates do not clash in terms of locations,” Mucunguzi confirmed, urging all candidates to “abide by the campaign calendar and the guidelines.” The proactive step involved constructive discussions where the EC facilitated resolutions to any overlaps in proposed venues and dates, guaranteeing equitable access to campaign spaces and opportunities for all contenders.

In a move towards transparency, Mucunguzi also confirmed that “All Presidential candidates who have been successfully nominated have been given a copy of the voters’ register.”

The pre-campaign alignment meeting was a direct follow-up to the rigorous two-day nomination exercise conducted on September 23rd and 24th, 2025, at the EC grounds in Lweza – Lubowa, Wakiso District.

The process, presided over by Justice Byabakama Mugenyi Simon, Chairperson of the Electoral Commission and Returning Officer for Presidential Nominations, saw eight aspirants successfully meet the stringent requirements of the Presidential Elections Act, Cap 179.

The nominated candidates who will vie for the nation’s presidency include: Bulira Frank Kabinga (Revolutionary Peoples Party – RPP), President Yoweri Kaguta Museveni (National Resistance Movement – NRM), and Kasibante Robert (National Peoples Party – NPP).

Others are Mabirizi Joseph (Conservative Party – CP), Nandala Mafabi James Nathan (Forum for Democratic Change – FDC), Mugisha Gregory Muntu Oyera (Alliance for National Transformation – ANT), Kyagulanyi Robert Ssentamu (National Unity Platform – NUP) and Munyagwa Mubarak Sserunga (Common Man’s Party – CMP).
