Amama Mbabazi calls for strong institutions and evidence-based policy at Mutebile Lecture 2025

Former Premier says Africa’s transformation depends on principled leadership, research-driven policy, and empowered institutions.

Former Prime Minister Rt. Hon. Amama Mbabazi has urged African governments to prioritize strong institutions, evidence-based public policy, and inter-generational leadership, emphasizing that these pillars remain essential for the continent’s economic transformation.

Speaking at the Mutebile Lecture 2025, Mbabazi reflected on his long friendship with the late Prof. Emmanuel Tumusiime Mutebile, recalling their days at Makerere University and their involvement in the heated 1971 guild elections, where he actively campaigned for Mutebile.

Mbabazi, who now serves as Chairman of the Board of Governors of the Tumusiime Mutebile Foundation, said the late Central Bank Governor’s legacy must inspire a new generation of leaders grounded in integrity, discipline, and intellectual rigor.

He outlined the Foundation’s mission to boost private-sector capacity development, narrow productivity gaps, and invest in workforce skills that align with modern economic demands.

Mbabazi further stressed the need for deeper collaboration between academia, policy institutions, and industry, arguing that Africa’s resilience and long-term development depend on research-driven decision-making and a vibrant, innovative private sector.

“The future of Africa will be shaped by institutions that are strong, leaders who think beyond themselves, and policies grounded in evidence and experience,” he said.

The lecture continues to position the Mutebile Foundation as a key voice in thought leadership, economic governance, and policy innovation on the continent.
