Dr. Flavian Zeija: A familiar hand takes charge of Uganda’s courts
As Uganda’s judiciary enters a new chapter, Zeija’s tenure is expected to play a defining role in shaping public trust, institutional efficiency, and the rule of law in the years ahead.
President Yoweri Museveni has moved swiftly to fill the vacancy left by the retirement of Chief Justice Alfonse Owiny-Dollo, nominating Deputy Chief Justice Dr. Flavian Zeija as Uganda’s next Chief Justice.
Dr. Zeija, who was appointed Deputy Chief Justice in April last year, now awaits parliamentary approval.
The Speaker of Parliament, who also chairs the Parliamentary Committee on Appointments, confirmed that the committee was vetting the nominee in accordance with established parliamentary procedures.
She said that once the vetting process is concluded, the committee’s report will be submitted to the President for final approval.
From Deputy to Chief Justice
Dr. Zeija’s nomination marks a steady progression through the ranks of the judiciary. Upon confirmation, he will assume leadership of the Supreme Court and the wider judiciary, taking charge at a time when the courts face complex constitutional questions, public scrutiny, and persistent case backlogs.
Observers say his elevation reflects both personal merit and ongoing efforts to strengthen Uganda’s judicial institutions through continuity.
During the handover process, outgoing Chief Justice Owiny-Dollo emphasized the importance of fairness, efficiency, and maintaining public confidence in the courts, principles that also featured prominently during Zeija’s earlier parliamentary vetting as Deputy Chief Justice.
A Career of Legal and Judicial Leadership
Born in 1969, Dr. Zeija brings over two decades of experience spanning private legal practice, academia, and judicial service. He holds a PhD in Law from the University of Dar es Salaam and has lectured at several universities in Uganda.
Before joining the bench in 2016, he was a managing partner at a Kampala-based law firm. His judicial leadership came into sharper focus during his tenure as Principal Judge of the High Court, a position he held from 2019.
In that role, he oversaw High Court operations and magistrates’ courts nationwide, earning recognition for administrative reforms aimed at reducing case backlogs and deploying judges to high-pressure regions.
That experience played a key role in shaping his credentials during his vetting and subsequent appointment as Deputy Chief Justice.
