UCC launches nationwide crackdown on illegal public Wi-Fi providers to protect consumers and strengthen digital security
UCC said the move is intended to ensure that all public internet service providers comply with Uganda's communications laws and operate within the country's established regulatory framework.

The Uganda Communications Commission (UCC) has announced a nationwide enforcement operation targeting individuals and businesses providing public Wi-Fi services without the required licences, warning that illegal internet providers pose serious risks to consumers and the country’s communications infrastructure.
In a public notice issued on Monday, July 7, 2026, the regulator said the operation will be conducted in collaboration with licensed Internet Service Providers (ISPs), licensed telecommunications operators and other government agencies.
UCC said the move is intended to ensure that all public internet service providers comply with Uganda’s communications laws and operate within the country’s established regulatory framework.
“As internet access continues to grow rapidly across Uganda, demand for affordable connectivity has spurred new business ventures. While this expansion is welcome, it is vital to recognise that providing public internet services requires adherence to national laws and regulations,” the Commission said.
According to UCC, several unlicensed operators have been installing telecommunications equipment to offer public Wi-Fi hotspot services without authorization, contrary to the Uganda Communications Act, Cap 103.
The Commission warned that such illegal operations expose internet users to unreliable services, data privacy breaches, cyber security threats and limited avenues for resolving consumer complaints.
“Licensing internet service providers is more than just permission to operate. It requires adherence to strict quality standards, safeguarding consumer information, providing customer support and complying with cybersecurity regulations,” UCC said.
The regulator noted that unauthorized Wi-Fi installations also undermine the integrity of Uganda’s critical communications infrastructure.
Operators told to regularise
UCC has directed all individuals and businesses currently offering unlicensed public Wi-Fi services to either regularise their operations by obtaining the necessary licences or immediately cease providing the services.
The Commission urged consumers to obtain internet services only from licensed providers or their authorised agents to guarantee secure, reliable and accountable connectivity.
Members of the public can verify whether an Internet Service Provider is licensed by consulting the official register published on the UCC website.
Public urged to report illegal operators
As part of the enforcement campaign, UCC has also appealed to the public to report unauthorized public Wi-Fi operators through its toll-free line, 0800 222 777.
The Commission said public cooperation will help strengthen compliance and protect users from fraudulent or insecure internet services.

The crackdown comes as Uganda continues to expand internet access and digital services under its broader digital transformation agenda.
UCC reiterated its commitment to creating a communications environment that is secure, innovative and affordable while ensuring all operators meet regulatory standards designed to protect consumers and maintain confidence in the country’s digital ecosystem.
The Commission said the enforcement exercise is intended not only to curb illegal operations but also to promote fair competition among licensed service providers and enhance the quality and security of internet services available to Ugandans.
