Kioga County MP wants the anti-gay bill reintroduced in Parliament

In December 2013, the 9th parliament passed the Anti-Homosexuality Bill into law and President Yoweri Museveni publically assented to it in February 2014.

Homosexuality continues to dominate discussion among Members of Parliament since being pointed out yesterday by Deputy Speaker Thomas Tayebwa.

The MPs bitterly expressed their anger emanating from the increasingly reported cases of homosexuality in schools.

And today, a document with pro-gay bylaws allegedly drafted by Kasese District Local Government surfaced online.

Tayebwa said Kasese District Local Government attempted to enact bylaws promoting activities of the LGBTQ.

“How can a local council pass a bylaw that contravenes the laws of the land? I want us to stand firm against this,” Tayebwa said.

Reacting to the document, Bukonjo West MP, Atkins Katusabe, says the purported pro-gay bylaw is not a representation of the Kasese community.

“Kasese is a highly religious community; Kasese upholds the value systems and I don’t want that to define the people of Kasese,” Katusabe today said during plenary.

And now, Okot Moses Junior, the Kioga County MP, has proposed the reintroduction of the Anti-Gay bill on the floor of Parliament.

In December 2013, the 9th parliament passed the Anti-Homosexuality Bill into law and President Yoweri Museveni publically assented to it in February 2014.

The law which was heavily criticized by human rights bodies criminalized same-sex relationships with offenders getting life in prison.

Amnesty International said the law was a grave assault on human rights and makes a mockery of the Ugandan constitution.

The Constitutional Court in August 2014 annulled the Anti-Homosexual law after it had been challenged by Ugandan pro-gay activists.
