Museveni urges teachers to stop charging learners in government schools extra fees

The Ministry of Education and Sports has increased the capitation grant for several levels of education as one of the ways of improving service delivery in the sector.

President Yoweri Kaguta Museveni has appealed to Head Teachers of Universal Primary and Secondary schools to stop the practice of charging learners, saying the act sabotages plans of promoting human resource development.

Museveni, who was yesterday addressing 514 Secondary School Head Teachers from Central Buganda said that this is needed to be done, for implementing the socio-economic transformation agenda in the country.

“Let’s agree on the strategy that the route to socio-economic transformation is to remove obstacles that prevent children from poor families from attending school. Those learners especially from rural schools shouldn’t be charged, “President Museveni told Head Teachers.

Among other people who attended the training, were the regional and district coordinators of Patriotism Clubs, who participated in the 10 day Patriotism and Ideological training at the National Leadership Institute (NALI) in Kyankwanzi.

As of 2021, Records at the Ministry of Education indicated that there were 12,066 government primary schools and 1,226 secondary schools in Uganda.

The Ministry of Education and Sports has increased the capitation grant for several levels of education as one of the ways of improving service delivery in the sector.

In May last year, the minister of education Janet Kataha Museveni, confirmed that at the primary school level, the capitation grant rate for the 7.6 million learners in 12,432 schools had been raised from Shillings 17,000 that was given at the start of the financial year 2021/2022 to Shillings 20,000 per learner.

The ministry also set aside Shillings 194.14 million to increase the capitation grant for 70,712 learners with special needs education in both public primary and secondary schools in beneficiary local governments.

For the “O” and A ‘levels, the ministry continued sending Shillings 56,000 and Shillings 90,000 respectively, given the fact that the two levels had just received an increment.
